Since they passed a law last year that requires anyone filing for bankruptcy to go through a debt management program first, they apparently thought it would be helpful to put a list of companies on their site that can legally consolidate debt for consumers. You can't get any more peace of mind than that, can you?
Another good way to find a company that can legally consolidate debt is to contact credit card companies and ask which debt consolidation companies they prefer to work with. Call the biggies like Chase and Citibank. They wouldn't want to do business with any kind of company that's disreputable. They might even make recommendations to you.
